De modus celebrandi concilii et corruptelis in Ecclesia reformandis, first authored in 1311 under Clement V's order and in relation to the Council of Vienne, is a seminal text on Conciliarism Theory in the Catholic Church. This is a treatise on the canonical procedure for calling and holding general councils. It is compiled from reputable sources and includes numerous quotes and examples from church history and the Church Fathers, as well as criticisms of the various abuses and corruptions that the Church was engaging in during the fourteenth century. "That the pope ought no longer to be permitted to pass or alter any laws without having consulted a general council, and that such councils were to meet every ten years" was one of the numerous reform proposals he submitted to the Council of Vienne (1311–12) in his Tractatus.
